Pro-poor Policy Unit

 

Pro-poor Policy Unit conducts and promotes multi-disciplinary, policy-relevant research/studies/surveys on the causes and consequences of poverty, and provides advice on pro-poor planning and policy design to the Government of Timor-Leste. The unit works on three main pillars: 1) Pro-poor planning and policy analysis, 2) social and human development and 3) poverty monitoring.

COMPASS II (Coordination, Monitoring and Planning Assistance for Timor-Leste National Development Plan Implementation) – Aims to expand the poverty reduction efforts, service delivery and economic activities of Timor-Leste by supporting the government in achieving National Development Plan and the Millennium Development Goals. The project promotes capacity development of National Directorate for Planning and External Assistance and Coordination (NDPEAC) and National Statistics Directorate (NSD) through technical assistance in planning, implementation, monitoring, evaluation and coordination functions.

National Human Development Report (NHDR) Project – The NHDR intends to have optimal impact on national strategies and policies to promote human development in Timor-Leste. By producing and disseminating the NHDR, the project aims to raise public awareness and trigger action on key development concerns. The project also seeks to strengthen national statistical and analytical capacity by providing concrete and practical assessment of human development situation and sound policy recommendations.

Supporting Gender Equality and Women’s Human Rights in Nation-building of Timor-Leste – This joint programme with UNICEF, UNIFEM, UNFPA and IOM aims to protect women from violence and sexual abuse, and reduce economic hardship and deprivation of women by ensuring access to resources and services. UNDP will contribute to the joint programme by developing a social protection scheme (conditional cash transfer) for reduction of extreme poverty and hunger for the most destitute women headed households.

Millennium Development Goal (MDG) Report/Localising the MDGs – Aims to enhance the capacities of the National Directorate for Planning and External Assistance Coordination (NDPEAC) and the National Statistics Directorate (NSD) in monitoring the implementation of poverty reduction policies and programmes by producing the second national MDG Report which will provide more accurate and disaggregated data for stronger analysis in achieving the MDGs. The project also attempts to localise the MDGs by producing MDG Report focused on the pilot district of Oecussi.

UNDP Assistance to the Ministry of Health on Prevention of HIV/AIDS – Aims to reduce the impact of the AIDS epidemic on social and economic development of Timor-Leste by preventing the spread of HIV/AIDS. The project promotes the development and implementation of HIV/AIDS/STI advocacy and awareness campaign, focusing on mainstreaming HIV/AIDS issues among decision makers in the government and other key stakeholders such as civil society organisations.
