The PNTL was created by the United Nations in 2002 and, up until the UN drawdown of UNMIT in 2012, primarily received assistance from UNPOL, which focused on operational support and training ranging from driving lessons to use of firearms. Additional support was provided in bilateral collaboration with the Australian Federal Police, the New Zealand Government, and the European Union, notably on community policing, investigation capacity, forensic sciences and discipline. Following the drawdown of UNMIT, the “UNDP Capacity Building Support to the National Police of Timor-Leste 2013 - 2015” Project shifted the focus of assistance to the PNTL away from operational support to building up the capacity of the PNTL to run and manage operations independently. While the second (current) phase is from 2016 to 2018 and is entitled “PNTL – Strengthening Governance and Service Delivery”. (Lee versaun Tetum iha ne’e)
The two primary outputs that the second phase of the project is focused on are (i) the strengthening of the PNTL Headquarters Management and Administrative Capacity and (ii) the Improvement of the PNTL Management and Service Delivery in the Pilot Districts.
Under the first output, there are four key activities:
(i) Strategic and Activity Plan Implementation, Supporting the Department of Administration and Planning of PNTL in integrated data management and elaborating PNTL Strategic Planning.
(ii) Information Technology Management; UNDP support PNTL with Management Dashboard which is a valuable resource that provides the PNTL leadership with a tool for assessing PNTL’s current performance and undertaking detailed future planning support to PNTL. in addition to that UNDP and IT PNTL section establishing IT focal point in every district command to maintain and control IT facilities.
(iii) Fleet Management; UNDP develop PNTL’s fleet management capabilities to increase PNTL’s overall efficiency and service delivery through the development of a Standard Vehicle Allocation Ratio (SVAR) to clarify PNTL’s vehicle requirement, lower costs and assist in procurement planning. As well as the preparation of a detailed maintenance procedure that increased the amount of maintenance that can be conducted in-house and resulted in lower overall maintenance costs. UNDP also support PNTL by promoting PNTL Fleet Management database training.
(iv) Public Relations; UNDP support PNTL public relations office by developing the branded outreach materials and civic education campaigns which increase visibility, trust, and legal awareness for PNTL.
Under the second output, there are two key activities: (i) development of capacity in the district; (ii) active support for gender mainstreaming in the work and operations of the district
Strategic and Activity Plan Implementation:
- Municipal and Suco authorities, Political parties were involved in election security workshops in 12 Municipals and Oecusse region in 2017.
- UNDP worked with the Secretary of State for Institutional Strengthening in June 2016, to produce an Institutional Diagnostic Assessment of the PNTL and the report informed 12 recommendations for institutional strengthening.
- UNDP conducted a Gender Responsiveness Budgetary Workshop in July 2016, which was attended by over 60 PNTL Vulnerable Persons’ Unit officers.
Information Technology Management:
- UNDP and PNTL conducted IT focal point training, dashboard management and Fleet Management database training in 7 PNTL Municipal Command in September – October 2017.
- UNDP support to PNTL’s IT systems averaged an encouraging 93%.
- 75% of PNTL officers have an email account and 85% have an IMS account.
- PNTL VOIP communication network facilitating free communication between officers across Timor-Leste.
- UNDP facilitated 5 PNTL staffs on engine and wire arms training in October 2017
- UNDP procured workshop equipment to PNTL regional workshops in Oeucsse, Baucau and Maliana in 2017
- UNDP organizing safety-focused training sessions for the 7-civilian mechanics employed by the PNTL in 2016.
- UNDP prepared, printed and distributed 300 DVDs and 500 books providing driving advice to PNTL officers and staff 2016
Public Relations support:
- UNDP support advanced video editing training for 5 PRO officers in December 2017
- UNDP supported the PRO in publishing a magazine quarterly and maintains an archiving service that monitors all mentions of the PNTL for two national newspapers (Timor Post and Independente).
- UNDP assisted the PRO office in designing pamphlets for the health department of the PNTL on the topic of HIV and Family Planning.
Capacity development support in Baucau, in 2016 - 2017:
- UNDP conducted two batches of basic computer training for 40 Baucau PNTL officers from 2016 – 2017
- UNDP organized two weeks of motorcycles training for 20 Baucau PNTL officers.
- UNDP in coordination with PNTL training center organized driving vehicle training for 16 Baucau PNTL officer.
Support gender mainstreaming in the work and operations in Baucau, 2016 - 2017:
- UNDP and Baucau PNTL gender focal point organizing 5 days gender for 40 PNTL officers.
- UNDP supported Baucau PNTL VPU facilitated road accidents investigation training to 22 Baucau PNTL officer of whom 16 were female officers
- UNDP supported Baucau PNTL VPU in organizing 2 days VPU networks system workshop in August 2017
- UNDP supported Baucau PNTL VPU in socializing VPU role for 240 local authorities such as Chief of Sucos, Suco Police Officers and Suco women representative
