An Alternative Development Model for Timor-Leste

This report attempts to provide a snapshot of progress made in the Special Zone of Social Market Economy (ZEESM) after only three years of operations. While this has been achieved to some extent, the challenge has been that the most up to date data available on socioeconomic and human development indicators are from 2015 and previous years. While the institutional capacity for data collection, monitoring and evaluation is being strengthened, this report offers a glimpse into the meaning of a special economic zone for Timor-Leste, some facts and trends and potential opportunities for creating social value. Furthermore, the report addresses the vision of the Social Market Economy that ZEESM TL and RAEOA is advocated to implement, as an economic model.
