As the year 2013 brought the third phase of Justice System Programme (JSP) to a close, UNDP undertook a project formulation process during the year. A project formulation mission was deployed in July. The team met with all counterparts and stakeholders in order to assess progress and achievements and determine future direction. Based on the national priorities expressed in the Government’s Justice Sector Strategic Plan (JSSP) and under the guidance and leadership of justice sector institutions, a new programme document for Phase IV of the Programme covering 2014-2018, was developed. The new Programme Document was approved in December 2013, and implementation initiated in January 2014. This Report captures the progress towards outputs and results as well as challenges faced during the period 1 January to 31 December 2013.
