The National Police of Timor-Leste (PNTL) assumed full responsibility for the country’s law enforcement and public security in March 2011, being the first time the PNTL was in full authority since its establishment in 2002.

With the drawdown of the United Nations Integrated Mission in December 2012, the PNTL leadership requested UNDP’s support to build capacity in specific managerial and administrative areas which complemented other international stake-holder assistance.

The goal of this support was to ensure that previous training and support were both consolidated and put into practice. In 2014 the PNTL launched their first five year strategic plan identifying reform of the administration as one of their strategic priorities.
