Boosting data management knowledge and skills in PNTL

The PNTL planning department and IT section conducted dashboard management training for PNTL commanders in 12 municipalities and Oecusse

During July, August and September 2018, UNDP and a team from the National Police of Timor–Leste (PNTL) consisting of the PNTL planning department and IT section conducted dashboard management training for PNTL commanders in 12 municipalities and Oecusse.

The PNTL database was developed by UNDP to support PNTL leadership to implement planning and evidence based decision making and is connected to all existing PNTL databases including the incidence management system (IMS) and fleet management and human resources databases. This will allow commanders and key officers to control and manage PNTL resources such fuel use, vehicle information and incident and accident reports through a single dashboard system.

Training participants included municipality operational commanders, chief of administration, second municipality commanders and several municipality commanders. The participants were happy to attend the training and expressed their opinion about the importance of the dashboard system. They requested that the system should be made functional immediately by PNTL to support effective data management and improved decision making.

The training was also used by the PNTL planning department to introduce the PNTL strategic plan 2019 – 2030 through debate and brainstorming to make commanders aware of and provide input into its development. The PNTL planning department will draft the strategic plan and share with all key PNTL officers before forwarding for final approval by PNTL management.

In addition, the PNTL IT section and motor transportation office also facilitated fleet management database training for IT focal points in the five PNTL municipalities of Bobonaro, Covalima, Manufahi, AInaro and Oecusse from 06 August – 07 September.

This training will support PNTL administration and logistics to monitor and control vehicle use through tracking of fuel and vehicle movement information. The PNTL IT section also trained IT focal points to be able to maintain IT equipment and the PNTL network, with two IT focal points trained in each PNTL municipality.
