Capacity Building Support to the National Police of Timor-Leste (PNTL)

About the PNTL Project


The National Police of Timor-Leste (PNTL) assumed full responsibility for the country’s law enforcement and public security in March 2011, being the first time the PNTL was in full authority since its establishment in 2002.

With the drawdown of the United Nations Integrated Mission in December 2012, the PNTL leadership requested UNDP’s support to build capacity in specific managerial and administrative areas which complemented other international stake-holder assistance.

The goal of this support was to ensure that previous training and support were both consolidated and put into practice. In 2014 the PNTL launched their first five year strategic plan identifying reform of the administration as one of their strategic priorities. 

Project Goals

UNDP’s Capacity Building Support to the PNTL project is designed to strengthen the capacity of the PNTL to deliver quality policing services to the people of Timor-Leste. Specific initiatives support the high command transform their strategic priorities concerning administration reform  into tangible activities. To ensure sustainability of project support, state funds are budgeted to allow for the continuation of successful project sponsored initiatives. The project team is co-located and work directly with national counterparts to improve the management of following areas:

    1) Plan implementation and co-ordination

    2) Information technology and data management

    3) Human resources

    4) Procurement management

    5) Fleet management

    6) Public relations
