Support for the Institutional Development of the Authority of the Oe-Cusse Special Administrative Region and Special Economic Zones for Social Market Economy

The establishment of the Oe-Cusse Special Administrative Region and ZEESM represents the Government of Timor-Leste's political willingness and commitment to use a new policy instrument (the Special Economic Zone) for poverty reduction and economic and social well-being in Timor-Leste. The UNDP has been supporting the government of Timor-Leste to establish and operationalize the Authority of the Oe-Cusse Special Administrative Region (SAR) and the Special Economic Zones for Social Market Economy (ZEESM). The Authority has made rapid progress on infrastructure development, while plans for institutional strengthening are underway.

In close collaboration with the Authority, the UNDP has developed the ‘Support to the Institutional Development of the Authority of the Oe-Cusse Special Administrative Region and ZEESM’ project. The UNDP not only supported the development of a Situation Analysis but also provided strategic advice on how to move forward to deliver on the Authority’s legal mandate as well as positioning as an economic zone.

The framework for UNDP's support to the Oe-Cusse SAR and ZEESM is built around two components: 'governance' and 'sustainable and innovative development'. The project was launched in May 2015 and both in terms of its content and approach, represents a departure from usual UNDP projects.

As per the priorities of the government, the focus is on instituting a more efficient and robust procurement system; improving institutional capacities for planning and oversight; and laying the basis for a vibrant economy in Oe-Cusse through a rural development strategy that helps create jobs, increase rural livelihoods and encourage and reward conservation.

  • Create a flat, agile, streamlined and technology-enabled regional governance structure
  • Build social entrepreneurship networks, platforms and models for agri-business supply chains, tourism and eco-business
