Goal Eight: Develop a Global Partnership for Development


The World Development Indicators database of April 2008 indicates that Official Development Assistance and Official Aid for Timor-Leste has been about $200 million on average during 2000–2006. From a peak of $231 million in 2000, it declined to $185 million in 2005, but increased to $210 million in 2006.

Meanwhile, the unemployment rate at national level dropped from 14.5% in 2001 to approximately 7% in 2007. In addition, about 15,000 new workers are projected to enter the labour force each year, while only 400 jobs can be generated each year. The difficult employment situation is more pronounced in urban areas and among youth than in rural areas. In 2007, rural unemployment rate was only 5%, while in urban areas the rate was four times higher.
