Poverty Reduction and Environment Unit
"Promoting national initiatives to empower the
poor."
POVERTY REDUCTION AND ENVIRONMENT UNIT promotes integrating the principles of environmental sustainability and community mobilization into development policies and programmes aimed at poverty reduction.
In January 2007, the Environment Unit was merged with Poverty Reduction and Community Development Unit to constitute the Poverty Reduction and Environment Unit, reinforcing UNDP’s view that poverty reduction efforts also require simultaneous action on containing environmental degradation. Following this, the Unit works with the Government of Timor-Leste in its fight against poverty and to promote development in an environmentally sustainable manner.

EGSP
Environmental Governance Support Programme (EGSP) – aims to enhance the capacity of the Government to develop and implement environmental governance structures, including policy formulation, legal regulatory frameworks and a co-ordination mechanism and to identifying capacity constraints and determining actions to remove the constraints to address global environmental management requirements, in a country-driven manner.

The National Capacity Self-Assessment was a multi-level, multi-stakeholder capacity needs assessment at the individual, institutional and systemic levels within and across the three Rio Conventions and a national strategy and action plan to address the capacity needs.

PREDP / TTF Energy
Participatory Rural Energy Development Programme (PREDP) and TTF Energy – focus on isolated communities with limited access to electricity; they aim to build capacity for planning, implementing and managing rural energy systems at all levels, to create the atmosphere for rural energy development and planning by supporting establishment of an institution, promote adoption and adaptation of rural energy technologies. The projects will also support the government in the formulation of a rural energy policy.

SLM
Capacity Building in and Mainstreaming of Sustainable Land Management project aims to support the Government of TL to mitigate and/or reverse the problem of land degradation and thus contributes to maintaining and restoring ecosystem’s health, stability, integrity, functions and services, while promoting sustainable livelihoods and poverty eradication.

POVERTY REDUCTION
Access Improvement to Markets (AIM) Programme
The AIM is a Euro 7.2 million programme for 3.5 years funded by the EC and the Government of Timor-Leste. The Programme was designed to facilitate the country’s economic and social development through the rehabilitation and reconstruction of the bridge network in a potentially rich agricultural area in the eastern region of Timor-Leste: the districts of Viqueque and Lautem. The Programme will rehabilitate five major bridges, while strengthening the capacity of the Ministry of Public Works, and particularly the Directorate of Roads, Bridges and Flood Control.
The construction of the bridges will enable the populations residing along the main roads to readily access market centers, settlements, services and information. The enhanced access will present farmers in the southern agriculture belt with an incentive to invest more in agricultural production and stimulating economic activities.

Skills Training for Gainful Employment (STAGE)
STAGE aims to reduce poverty and promote economic growth, building national capacity to deliver demand driven enterprise and skills training, and contributing to the establishment and development of income generating activities for both men and women within communities.

Youth Employment Promotion Initiation Project (YEPIP)
The project aims at assisting the Secretariat of State for Vocational Training and Employment (SosVTE) through the immediate creation of a solid platform for the implementation of activities in the area of youth employment. It focuses in building the capacity of SoSVTE’s human resources as well as physical rehabilitation works and short-term employment creation. The project is implemented by the International Labour Organisation (ILO).

Youth Employment Promotion Programme (YEP)
The (YEP) has an overall budget of US$ 16,552,040 with US$10,000,000 being funded by the Secretary of State for Vocational Training and Employment, and US$6,552,040 funded by AusAID channeled through UNDP. The Programme is executed by the ILO.
The YEP aims at assisting the Secretary of State for Vocational Training and Employment in the preparation and implementation of tools and programmes in the areas of training, entrepreneurship development and labour intensive-works to facilitate the productive access of young women and men to the labour market.

AMCAP
Ainaro and Manatuto Community Activation Project (AMCAP) – tackles food security issues and income generation in Ainaro and Manatuto in an environmentally sustainable manner; this is achieved through the introduction of improved agro-technology for upland farming, rehabilitation of irrigation facilities, small scale livestock improvement, capacity building for improved rice seed multiplication, reforestation and watershed management interventions, and improvement of rural - urban market linkages. Women’s involvement in all stages of AMCAP’s interventions promotes their empowerment within the respective households and communities.

OCAP
Oecussi-Ambeno Community Activation Project (OCAP) – Oecussi’s population of 48,000 is dependent on subsistence farming and cattle breeding which are inadequate to free them from cyclical food shortages and reduce vulnerability to adverse climatic conditions. By organizing communities into SHGs the project aims to support the communities in identifying their needs, planning their activities and implementing these projects. The establishment of a Community Development Fund will also provide the community with resources for small-scale infrastructure investment.
