Procurement of COVID-19 related medical supplies, equipment, and medicines (Phase II)

 

Summary

UNDP supports the Government of Timor-Leste in the procurement of COVID 19-related supplies, equipment and medicines following the principle of best value-for-money, quality assurance, transparency, fairness, integrity and reliability.

UNDP works closely with Serviço Autónomo de Medicamentos e Equipamentos de Saúde (SAMES), the National Laboratory, and Department of Pharmacy of Ministry of Health in the  procurement processes to guarantee the quality of medical supplies, devices and medicines procured and to improve the performance of national procurement and supply chain system.]

Background

Timor-Leste continues to face multitude of immediate challenges in the health system and in particular the medical related supply chain, which have been exacerbated by the COVID-19.

In 2020, UNDP Timor-Leste was requested by the Government of Timor-Leste to manage the procurement of essential medical supplies, equipment and medicines to support the Government to effectively response to the Covid-19 and other medical related needs. The request was done due to the volatility of global medical supply chain, triggered by Covid-19 pandemic. Thus given its well-established procurement system and support UNDP was trusted to manage the health procurement during the challenging time on behalf of the Government.

As the global health supply chain continues to be affected by the pandemic and drawing from the positive experience and lessons learnt from the first health procurement project, the second request was received by UNDP to procure more medical supplies, equipment and medicines. It is expected with the well-established health procurement system, UNDP can support the Government of Timor-Leste in supplying high quality of medical supplies, medicines and equipment at reasonable prices and time period.

Achievements

 
  • In between year 2021 and early 2022, UNDP Timor-Leste has handed over following medical catagories procured on behalf of the Ministry of Health, Timor-Leste:
    • 79 catagories of medicines, 7,309,657 individual units in total
    • 27 different catagories of medical instruments, medical furniture, medical equipment and accessories; 9,162 individual units in total
    • 37 catagories of consumables, 7,821 individual units in totall
    • 24 catagories of diagnostics, 4,475,097.00 individual units in total
  • Goods are procured through UNDP Global Procurement Unit from the countries in Europe, Asia, USA including, Austria, Italy, South Korea, Japan, Germany, India, Cyprus, France, Greece, Italy, Poland, Romania, Netherlands, Spain, Finland, Lithuania, Sweden, Switzerland, and China
  • UNDP works closely with SAMES, the National Laboratory, and Directorate of Pharmacy of MoH to determine procurement needs, quality and quality of the product required. All goods procured by UNDP are accessed and qualified in accordance with rule and principles of the UNDP Quality Assurance (QA) system.
  • Medicines procured by UNDP are WHO prequalified or approved for use by Stringent Regulatory Authorities (SRAs), and all the medical devices, including in vitro diagnostics (IVDs), procured and supplied by UNDP comply with International Medical Devices Regulator Forum (IMDRF) and Global Harmonization Task Force (on Medical Devices) (GHTF) guidelines as appropriate. UNDP also recognizes products appear in the WHO prequalified list.
  • Developed a Product Catalogue of health supplies & medicines procured by the UNDP Timor-Leste on behalf of the Ministry of Health, Timor-Leste

Project Outcome

 

The project aims to:

  • Procurement and delivery of quality products on right time, right quality and right price
  • Strengthen national capacities to maintain the stock and delivery of essential health supplies required during the challenging COVID 19 period
  • Strengthen national capacity to support transparent, cost effecting procurement and achieving value for money
