UNDP and CAC form new partnership to strengthen transparency and accountability in Timor-Leste

Planned project activities include establishment of and strengthening of existing mechanisms at the national and local levels to mitigate corruption

Dili, 09 July 2018: Supported by KOICA in partnership with the Anti-Corruption Commission (CAC) and United Nations Development Programme (UNDP) a new initiative ‘Strengthening anti-corruption, transparency and accountability for sustainable development in Timor-Leste’ will facilitate the finalisation and approval of Timor-Leste’s first anti-corruption strategy and raise awareness among citizens of the negative impact of corruption on development.

The project document was signed by UNDP and CAC today in Dili, observed by H.E. The Commissioner of Anti-Corruption Timor-Leste Aderito Tilman and representatives of CAC, KOICA and UNDP as well as members of the VIII Constitutional Government of Timor-Leste including H.E Minister of Legislative Reform and Parliament Affairs and Minister of Justice.

The first phase of the UNDP-CAC partnership was formed in 2011-2013, focusing on enhancing the institutional capacity of the newly established CAC in the areas of civil engagement, outreach, partnership building, and analytical research on corruption issues as well as delivering a specialised training program for investigation staff.

UN Resident Coordinator and UNDP Resident Representative Mr. Roy Trivedy said: “This new phase of UNDP’s partnership with CAC will be centred on the preventative aspect of combatting corruption and working together on adopting Timor-Leste’s first National Anti-Corruption Strategy.

“This is an important milestone towards creating a strong culture of transparency and accountability at all levels of society, where there is no space for corruption and where everyone understands, recognises and challenges such practices. UNDP and CAC look forward to working together with government, national institutions, the private sector, development partners, media, civil society and the public to help make Timor-Leste a positive example for other countries to follow.”

Following the approval of the Law on Local Government and Law on Municipal Elections by the National Parliament in 2017, the Government of Timor-Leste plans to strengthen its support to community projects at the municipal and suco levels, increasing the flow of funds to municipal governments and making strong internal and external control mechanisms imperative to ensuring transparency and accountability in the decentralisation process.

Planned project activities include establishment of and strengthening of existing mechanisms at the national and local levels to mitigate corruption, facilitation of workshops for civil servants on procurement and the registration and licensing of foreign investment companies, and delivery of national awareness and dialogue initiatives such as talk shows and youth workshops.
