Public Presentation and Launching of Baucau Municipal Strategy Development Plan 2019 – 2023

In partnership with the Ministry of State Administration and the Municipal Authority of Baucau, on October 24 the United Nations Development Programme, with the generous support of KOICA, launched the Municipal Strategy Development Plan (PEDM) for the next five years (2019-2023).

The development of the PEDM for Baucau will guide public investment for the next five years and accelerate sustainable and inclusive development in the municipality. The Plan summarizes the key needs identified and highlights the core ideas captures by communities during public consultations and prioritization exercises. With the technical support of UNDP, public consultations were held in Baucau Municipality to gather views from men, women and youth. More than community 437 leaders engaged the consultation process, including representatives of women and young people, private sector and civil society.

Published under the slogan “MUNISIPIU BAUCAU KRESE” (Growing Baucau Municipality), the Municipal Strategy Development Plan for Baucau covers four major pillars –social sector, infrastructure development, economic development and institutional development – which, in turn, address 22 multi-sectorial objectives such as education, health, environment, culture and heritage, electricity, water sanitation, rural development, tourism, private sector, etc.  

The Municipal Strategy Development Plan for Baucau is a further step within the decentralization process that the Ministry of State Administration is implementing along the 12 municipalities of Timor-Leste. UNDP Timor-Leste, with the generous support of KOICA, has been closely involved in the decentralization process of the country by supporting the capacity development of municipal administration through a set of harmonized and simplified systems and procedures. This plan will also accelerate the integration of the 2030 Agenda and SDGs at local level.

The public presentation was fully supported by KOICA Timor-Leste in partnership with UNDP Timor-Leste, Ministry State Administration and Baucau Municipal Authority.
